Why it's written this way

Bathroom remodels fail at the waterproofing and get argued at the fixtures. The estimate should address both.

Why is waterproofing grouped with tile?

Because it's what the tile is sitting on. A combined line stops a customer from comparing a tile-only bid against a full shower rebuild.

Why a fixture allowance?

Fixtures range from cheap to absurd. An allowance sets the budget and lets the customer choose without re-quoting.

Why exclude post-demo conditions?

Rot under the old tub is common. Excluding it beyond an allowance makes it a priced change.
